I find the emphsis on a car not travelling at 30MPH a coplete travesty as the back brakes have been deliberatly tampered with to cause the effect of a vehicle going too fast and is just the authorities lying to the public to force their opinion on them. Had the braking system been working properly the vehicle would have stopped well before supposededly hitting a child. To lie is a sin and should not be condoned whatever the reasons.
