The year is 2274 and some kind of holocaust has destroyed Earth. The only survivors have since sealed themselves into a domed city near Washington, D.C. where they lead a relatively normal life.
However there is a catch to this idyllic lifestyle they have created, to maintain the population balance, the computers that run the city have decreed that all people must be 'renewed' (or executed, to you and I) by the time they reach their 30th birthday. Even though this system is allowed to proceed with negligible dispute, their are those who try to live beyod their 'legal' years who are known as "runners".
These rules are enforced by the presence of "sandmen" who are police operatives employed mainly to terminate "runners". One of these sandmen is Logan 5 (Michael York) who is told, by the city's master computer, to search for the place where these runners go to escape, this place is called "Sanctuary".
However Logan begins to question this system which he has served for many years after discovering for himself that life does exist beyond the domes and decides to return to the city and destroy the computer. He is soon joined by Jessica 6 (Jenny Agutter) who becomes his companion fugitive as the two become the target for another Sandman called Francis, deployed by the computer to stop Logan destroying it and the institutional world it has created.
